What is the NDO?


  • In 2021, the City of Dublin, Ohio enacted a Non-Discrimination Ordinance (NDO) covering a wide variety of protected classes including sexual orientation, gender identity, and gender expression. This NDO protects all LGBTQIA+ individuals against discrimination in Dublin.


  • This ordinance makes it illegal for employers, providers of housing, and suppliers of public accommodations in Dublin to discriminate against people on the basis of those classes. The ordinance comes with defined penalties for those who engage in such unlawful discrimination.

What is prohibited?


  • Dublin employers, employment agencies, and labor organizations may not fire, refuse to hire, or otherwise discriminate against people based on protected classes.


  • People and businesses in Dublin cannot refuse to sell or lease housing to any person because of that person’s membership in a protected class.


  • This ordinance makes it illegal for employers, providers of housing, and suppliers of public accommodations in Dublin to discriminate against people on the basis of those classes. The ordinance comes with defined penalties for those who engage in such unlawful discrimination.

What is the process?


  • A person who believes they have been discriminated against on the basis of a protected class by an employer, provider of housing, or supplier of public accommodations in the City of Dublin may submit a complaint by requesting a Discrimination Complaint Form at Dublin Mayor’s Court (6565 Commerce Pkwy Dublin, OH).


  • Once the complaint has been submitted, the city will engage outside counsel to investigate and make a recommendation to the city as to whether a hearing should be held to determine if discrimination did occur and, if so, what penalties should be imposed.


  • NOTE: The complaint must be submitted no more than 180 days after the most recent act of discrimination
